The Malian Authority for the Regulation of Telecommunications, Information and Communication Technologies and Posts (AMRTP) proposes to recruit a consultant to conduct the study cited in the subject.

Objective of the consultation

The study aims to make a comprehensive diagnosis, an analysis from a socio-economic point of view the effects of the reforms of the Telecommunications Sector over the last twenty years (from 1998 to 2021) around the objectives of competition, public service, territorial coverage, investments, jobs, contribution to GDP.

Following the findings, it must lead to the development of relevant recommendations for a better improvement of the situation in the next five and ten years, in particular: development of broadband infrastructure, service innovation, better wealth creation, definition of instruments for monitoring and evaluating the economic impact of the sector.

More specifically, its implementation will allow the government and the regulator to assess in a concrete way the results and progress made following the reforms and various policies undertaken by the State to achieve the objectives initially defined in the DPS, the strengths, weaknesses, threats and opportunities of the Telecommunications/ICT ecosystem in Mali.

Consultants interested in this call are invited to make themselves known to the AMRTP by sending in a closed envelope or by e-mail a file containing the following information:

  • Presentation of the firm;
  • Administrative information (trade register, tax discharge, certificate of non-bankruptcy, etc.) ;
  • Presentation of the references of similar study missions or of the same technical complexity over the last five years, attested by certificates from the services made or copies of the signature guard pages of similar contracts.
